i think that comes from misunderstanding that timezones are not logical and aligned

u are in cest and cest 19:00 is utc 17:00 bcs cest is utc+2

nobody likes to work with that so its likely that software takes system time as absolute value and when u request specifically utc u discover that system time is not in utc
