I don't understand that statement. CPUs are built with 100% usage in mind and won't fail faster just because they are maxed out. The only assumption is that the CPU is cooled properly.

Full compile is much harder on slower pcs including laptops which is their case, if you can avoid full compiles you do not just for your own time

It saves time but it doesn't harm the CPU any less not doing a full build. In any way, you very rarely have to do a full compile after the very first time.
