Vanilla tweak has the camera fix intergrated now, and turtle wow have vanilla tweaks intergrated with their launcher nowdays.

Ah I can see the confusion. Sorry, Im saying patch but what Im sharing is simply the binary that you replace Wow.exe with. Vanilla Tweaks is a full patcher via CMD made for vanilla.

Here I have a local backup I can share it directly, its small enough, but I still prefer linking to the original when sharing it.

Its really an interesting issue. I couldnt tell why, but it mostly affects us linux users, even though Ive seen it reported on Windows as well. Im guessing it has to do with how the display server interracts or the whole DE, WM. Back when I didnt know these patch'd exe existed I almost went crazy trying so many WINE versions and settings. Nothing worked.
