I dont believe so, im level 3 and they often say "cant accept quest" and I even increased their xp rate to 5 to test it out

Ah, starting zone. In worldserver.conf try setting `Quests.IgnoreAutoAccept = 1`. There is an issue I believe where bots will not accept quests if they are automatically accepted, and only starting zone quests have this behavior

Oh I feel so silly now, one just leveled up. perhaps because there was a level 7 in the group and I removed them? Or it just took longer than I expected
