For karazhan it's that, but karazhan doesn't actually require you to have the key to enter. It's the gates that do. You'd have to change those.

Unless you're using individual progression in which case it is the instance template table on top of conditions (if you want to be able to use the orb without completing the quest)

I'm using individual progression. Setting up bots that can get into the instance so when I make my own character it's easier.
Also noticed that if you set your alts to bots they get all gems / enchants without you needing to do it
