Use in what sense, start a server? no you need to compile it first

i dont want to run a server with it but I want to run it localy without having to compile the whole thing , i rember a long time ago i was using aion server files without the need to compile.

Those are called repacks, you can't update, you dont get any support from us and you can't validate the security of those.
