when I try to test it out with gm commands, it always lets me keep going at 60. I can at least see the mod is active because I've seen the start of the vanilla onyxia attunement quest.

gm commands also let you go past 80 on a vanilla azerothcore server

ok, I think I was just getting confused by the XP bar not disappearing, but yeah, you don't get any more xp until reaching the next progression threshold.
It took a while to test though, Beat a scorpid to death with level 1 gear.

I run the playerbots fork of AC with the module and individualprogression module and it "works". Not all fights have good botAI yet. Your idea of unlocking content without clearing each tier would have to be done manually, I am afraid. with individualprogression, TBC(and by extension lvl 70), doesn't unlock until you clear naxx40, wotlk(lvl 80) doesn't unlock until you clear sunwell. Even within content their are tiers, you can't attune to Naxx40 until you clear AQ40.
