Only one item can drop from a group, but not every loot table uses groups. Some are straight up % per item, some are groups, some are references. I don't fully know what the `GroupAmount` option does. Maybe it changes how many can drop from a group so setting it to 2 means there will be 2 items that drop. It doesn't change drops in the other situtations though.

If you want the same list of items to be able to roll out more than 1 item you need to use a reference, so it's not exclusive to raids in any way. References are also good for when multiple loot tables share the same set of items, of course.
