they seem mutually exclusive in acore, so if you do one you cant do the other that day and i cant remember if thats how it was in wotlk

or did daily normal not give emblems of previous tier? maybe that was from the 3.2 daily dungeon quest

Regulars wouldn't all be max level. I don't think that random daily should be exclusive with the random heroic, but I'm also pretty sure it should give stuff like the low level random dailies do instead of emblems.

well in lfg dbc, there are 2 entries for these dungeon groups
261 = random normal wotlk dungeon
262 = random heroic wotlk dungeon.
random queue rewards are handled via quests that are attached to these entries. 261 has quest 24790 as the primary reward quest, and 24791 as the secondary reward quest. 262 has 24788, and 24789.
in the core, when a random dungeon is completed, the primary reward quest is pulled, checked against the player to see if they can complete it or if they have already done it, and if they've already done it, give them the second reward quest instead.
both 24790 (primary normal quest reward) gives 2 emblems (triumph) and 24788 (primary heroic quest reward) gives 2 emblems (frost)
