your local address should be the static private ip of the server machine not 127.0.0.1, the address that is covered up should either be your public IP that your ISP gives you, or better yet, use a dynamic dns service that you can update to your public IP so that if the IP the ISP gives you ever changes, you just need to update the dns service and not the database

then you need to forward port 3274 and 8085 (if using the default ports) to your server machines IP (that you put in the localaddress )
