Yeah the instanceresettimehour setting is at 4 which the commented section says should be the hour of the day it resets or 4am but it doesn't reset until 8pm

is your game server time the same as your time? Maybe you have to change the server's time to fit your time?

Realm and local time are the same. Server timezone is set to my time zone.

You've been on this for severl hours, I guess you probably tried to edit both worldserver.conf and worldserver.conf.dist.
And might have tried shutting it off then recompiling then booting it?

More like several weeks. It's been shut down several times and recompiled several.tikes for updates to core and modules
