Spells don't have level requirements so it can't know what you should and shouldn't have.

No, I'm saying spells don't have a required level in the spell itself. The only reason you can't get higher level spells from the trainer is because the level is defined in the trainer table.

Talents are the same except the requirements are defined in the trees rather than the spells of the talents
