And even if if you take it literally as the "rebuild" from vs it's the safer option (but it's slower) 99% of the tiems you dont need to do it

The only time I am forced to recompile/rebuild is when the precompiled headers are changed.

I didn't realize "Generate" in CMake was doing the same thing. I thought it was just a completely seperate step.

It's not doing the same thing. cmake generates the files needed to compile the source code
