Even removing a module is most of the time fine without a rebuild. It helps to delete cmake cache when removing modules though but even that doesn't require a rebuild.

I don't know what step 1 is. Whenever you update the core or a module, or add/remove stuff, instructions for running cmake and then building (not recompile, not rebuild, not clean & build) is what needs to be done.

In the image I posted above. Step one is Reconfigure and regenerate CMake. Step 2 is rebuild the core.
