"Rate.Mana = 1"
Does that influence how much mana any toon on the server has? So if I make it 2, it will 2x whatever the original mana amount was?

That value won't change anyone's database values but it will grab the all the player status (related to that rate. config) and will update them.
If you char has 100HP normally you set it to 2x I dont recall if it sets it to 200HP or 2x the regen (i think it sets at 200HP)
