I figure if a low level character could gather high level herbs, they would still be killed by mobs surrounding high level herbs.

I can log out instantly with GM account yes. It's mostly because when I test things in game, I alt tab and work on the server while the game is runnning. Once the changes have been made I just click "close" on the game window (instead of alt tabing back, logging out), it's more convenient. Not a big deal, but that's why I "force close" the window and it seems to get rid of some permanent buffs when I close the game this way.

Changing the saving interval in world.conf does not seem to have fixed this though.

No matter how you kill the client, the server will keep the character in the world until a certain amount of time is up. If the client crashes the character remains in the world, just like it will if you alt-f4. After the time is up the server will log the character out and save it. If it doesn't do that something is wrong on your end because it works fine for me.
