But yeah, setting your progression stage to max would probably take care of the rest

the war effort recruiters do not work, the gossip to have them say who turned in what amont of items does nothing

It looks like it's sent by whispers, or something. That's why I decided to make my own to begin with, to actually send the proper data to the client.
