If you have the lowest render distance on the server, no matter how high your render setting on the client is, it will mostly look like fog.

If you leave the default settings for the server it should look good enough, using the max (mentioned in the settings) also works complety fine but certain areas i will capital cities even with no players may hit your fps.

I stand corrected, I had the idae ite affected the render (fog).

180 | 120 | 45

You can see the mobs below stop showing up lower the distances goes
