i just set anguish rank 1 to baselevel 1/spelllevel 1 and then made a level 1 mage and added felguard to my known spells and at level 1 it has anguish rank 1 now

-MaxLevel is the highest level that rank of the spell can gain scaling bonuses (usually to prevent lower ranks becoming useful at high ranks)
-BaseLevel is the base level the spell is available at
-SpellLevel tbh idk what it does but its almost always the same value as baselevel
