You might be onto something. When I summon Voidwalker and Succubus, they have all their skills. Felguard is the only exception. That said, on a Warlock in WOTLK, you technically aren't supposed to be able to get the Felguard until level 50, and my Mage is only level 37. Could that be it?

You are correct. They do. BUT, I modified those requirements in Heidi SQL to be below level 35. Yet, he still remains without them. I still think it might have something to do with the fact that the Felguard is the only demon that actually needs to be specced into as a Warlock, vs the others which don't require anything from the talent tree

Selecting felguard in the talent tree just teaches the spell to the player.

With that said, I know that it doesn't NORMALLY become available to a Warlock unless they talent into Demonology and unlock it with X points invested in the talent tree. Would the best route to get the Felguard's abilities unlocked earlier somehow revolve around the spells themselves? If so, what would be the best way to do that since they might now be automated?
