You change the config to start at specific level or using lua or modules to do that via npc or command

Is not that will be part of the AzerothCore isn't a 3.3.5 feature, it was a pre-bought pandaria thing, is why the client doesn't have a flag for it either, the only alternatives is to have an npc that does that or a module that would do it e.g if you're donator/vip or smth or in a website where you allow a user to apply a "boost" to a character and you just run a sql query (or use soap if it's possible havent tried) to set their level
