From Windows Core Installation guide: You will find your freshly compiled binaries in the C:\Build\bin\RelWithDebInfo or C:\Build\bin\Debug folder.

I have tracked it down to the talent reset "resetTalents" method seems to get hung up. I have passed the noCost-set it to true. Also, tried just reset the talents only to get crashes or the entire process ignored. This is likely due to my code, but even debugging seems to be difficult to get any context of the cause.

I looked at that in gogomount which is what I use, and it only has exclusive lists for specific zones. so I would have to do it in each zone x.x although I suppose it would be rare for me to visit certain ones.
