well, just a thing to do with some prefix name.
more like a title, but custom title requires both client and server side patching on the dbc file.

You need a DBC patch, yea. The only thing related to titles (GM/dev status) you can influence without DBC edits is the chat frame handler, through an addon, for example sent through warden inject or AIO, that overrides the original functionality (GM Genie does this, for example, to hide all the system messages from issuing periodical GM commands)
