When i read "Test server" by default i assume is either a repack or another core

How do I go about changing the cooldown for something like minor inscription research? I don't need a detailed guide, just some direction.

The only way (theorically) I remember would be to extract the DBC information for that spell into the database and change the cooldown there. I don't know if this work, not at the pc to try it. (this so you dont have to patch the client)
Otherwise you have to change the client and server dbc for that spell to match the new cooldonw (no database changes needed)
