So it is a networking issue.
Use a public tool or website to check if your ports are really open.

An IP starting with 170 can possibly indicate being behind a NAT, so it wouldn't be a fully public IPv4 at all.

Check your firewall settings. If you're sure a NAT is the issue, you can just ask your provider for a public IPv4.
