Have you downloaded exact BOOST from the Azerothcore link? I found it makes big diffrence. Also I had multiple issues with Boost so I've added c:\local\boost_X and c:\local\boost_X\lib to my system var path

If you run echo %BOOST_ROOT% in cmd (not powershell) does it provides your proper path: C:/local/boost_1_81?

It is ok for path variables to have "\" back slashes. For BOOST_ROOT you need "/" forward slashes
