No, they don't need rep, they can all use trainers for their own class. But you have to add a paladin trainer if there isn't already one in Valley of Honor (can't recall, don't think there is one on stock cores)

Orc and Troll can't be paladins and since they're the races that start in that area there isn't one, no.

I think Blizzard waited until Cataclysm to add pala trainers in Org. Though, it's simple enough to add one yourself
