There seem to be blocking of recasting/stacking a friendly buff (maybe to avoid people buff griefing?). I can stack a buff when it's personal but as soon as it can affect other players, I can't. Is this a limitation that can be edited out?

Probably a "unique" flag in the spell. Try Stoneharry's spell editor.

I'm playing around with it, added stacks for different casters flag (didnt work) and trying "aura is unique per caster" flag
