Does it only use the performance of the server to scale the BotActiveAlone value? If so, what if I want to scale the bot level distribution around the real players levels distribution?

I don't know exactly how it works. Bash is responsible for that one. But it does scale based on server load but it won't scale bots that have players near them, that's about all I know.
Edit: What it means by scaling is making bots go active or inactive
