If it's the same buff but scaled it'll always use the better one, like mage and priest buffs, but food and flasks don't work like that since you might want different types for different encounters

I mean you can literally have more normal buffs than the client can display so removing a buff would make one appear that the client couldn't display because it reaches the max number of buffs. That is, assuming I'm not remembering wrong.
