It's hard to answer because there are a number of variables. Just stock AC, maybe with a few modules, the requirements are fairly relaxed. Preferably 8 GB of RAM or more to be safe but with stock AC, very few players, and frequent enough restarts you can pull it off with 4 GB depending on what else is running on the system.

CPU is also hard to answer because you can run it with 2 cores fine, but if the CPU is slow that'll gimp you way more

I'd honestly recommend 8GB of RAM to be safe. MySQL needs to use it (maybe?) so it could easily get up to 4GB and then worldserver would crash

If upgrades are possible, it could be tested with 4 if you really wanted to limit the cost of it and if it doesn't work out you could upgrade it.
