npc_trainer is the only place where you set the required level and cost of a spell. The spells themselves don't have level requirements.

I was going to recommend `UPDATE npc_trainer SET ReqLevel=10 WHERE ID=202010 AND SpellID=33388;` (and could add `MoneyCost=X` if he wants to change the money
