A random number generator, does generate pseudo-random numbers. It uses a seed to generate a sequence, which is always the same according to the seed.
However in an emulator, it's somewhere between extremely unlikely and absolutely impossible for a player to manipulate or notice at which point of the sequence the rng is now. It is used that often, you just can't predict it.
If you're asking if a player can have a "bad rng" while another one has a "good rng" then no, one is just more lucky than the other.

an RNG has a state, that is a value that determines the next outcome of the RNG starting from the seed, you can have multiple states of RNGs (aka, multiple RNGs). I asked if we have a single RNG state in the server, or does the server give each player his own state (his own RNG independent of other players)
