Looking to create a vanilla wow private server with the below changes as a starting point.

What Server core would best handle my needs based on the below starting point:

1. TBC prepatch world
2. No access to outland (ever)
3. Fully scripted vanilla raids and dungeons available right away with TBC prepatch loot and balance changes
4. abilility for devs to set Max level to 60 and create custom talent trees to reflect this.
5. Server hardening and out of the box networking

Essentially a tbc prepatch world that will progress through vanilla raiding content in phases with custom talent trees

AzerothCore only out of the box supports as it emulating 3.3.5a

You can reduce the level via the config and you can restrict expansions and if you only want to restrict classes or racees you could and i'm nto sure about disabling maps, i think is possible.

The loot currently if no one changed in a moduele is based on 3.3.5a

Changing abilities, talents and other things to match TBC pre-patch requires client modifiactions which has nothing to do with AzerothCore (Stormforge has done this with a 3.3.5a client and backported tbc stuff, but their content is private).

You could either try https://github.com/azerothcore/mod-progr.../tree/main and reduce your brackets to vanilla/tbc stuff. or you can try this one that tends to simulate the progress of vanilla to tbc if not mistaken https://github.com/ZhengPeiRu21/mod-indi...rogression

And also NO ONE will do any of the above you asked for you, people are gladly to help in what they can and point you in the right way.

I'm still learning, and there may be a better way to do it, but the mods are going to solve some of your questions, like mod-individual-progression, and there are some that may set onyxia or some other events to vanilla like as well, but i dont know them off the top of my head
