You can open the DBC files using this program: https://github.com/WowDevTools/WDBXEditor
As for the edits themselves, the `spell_dbc` approach would require you to copy over the **entire** row of the spell you want to change and then change the value you want in there, whereas SIC you'd be dealing with source code stuff, but you only have to add a couple lines for the specific value you want to change, pretty much just follow what exists throughout the file (liberal use of ctrl+f helps)

`authserver.conf`, should be logging settings in there. Not sure what specifically you need to change offhand though

Note: recompile as in compile again, Visual Studio has a specific recompile option that compiles everything and a compile option that only compiles what's changed
