that sounds very cool. i can think of 2 ways.
1) Edit the client somehow - as you mentioned, this looks complex, too much for me right now
2) Create a custom spawn area with portals to every spawn area and edit the database so every race spawns in the custom spawn area

I was even considering to turn all neutral, like just exist only 1 faction, so human can level in blood elf

in particular the tables beginning with player_factionchange and playercreateinfo
