Is there anyway to test the individual progression module? I just installed it, uploaded sql to the database and enabled it in cfg, in game mobs do the same damage as before, mana consumption is also not changed, used gm command to tp character to badlands and can enter dark portal even tho it should be blocked i guess, did i done something wrong?

For those changes, you need to edit the worldconfig

That's not a universal path. For some it's in /etc/ wherever the source was installed to, or azerothcore-wotlk/etc (which it is for me) or on windows it's completely different.
