Where is your database saved on your PC
I deleted both these folders and expected it to be a clean restart but it saved my accounts and charaters ect when i re-set up

Your database is saved on your mysql service if not mistaken.

That's because you need to wipe the database instead of deleting these.

If you want to start from 0 on the database just drop them all and run the sql file that creates auth, char and world and let the world run
