Here's how the quest chains are supposed to work bliz like. Now that I have it visualized I think I have something I can try to make it work as intended

Thanks for the aowow links. I didn't know about that site and it shows the quest dependencies better than wowhead. I see my graphic was slightly off. Here's an updated one.

If I setup the Prev and Next IDs like this, it works close to bliz like but quest 734 is still becoming available after 712 is completed. Everything else is working as intended. I think I'll just have to live with near perfect unless there's another solution
