Keira let's you do (almost) everything, which you can achieve manually in the database.

Keira is a much better way visually than looking at many columns and rows

There's an option to chain quests. You can require quest 1 for quest 2, 2 for 3, 3 for 4, etc. But i don't recall a blizzlike case where the same quest needs to be completed repeatedly a certain amount of times to unlock something else. That used to be checked with specific items or reputation from what i recall.

in this particular case, quest id 734 requires that both quests 712 and 714 be rewarded before it becomes available.
