But if you want something ti be up 24/7 sharing virtual resources with other clients of the same machine will usually make the server run really slow time to time for no reason ahah

You seem to describe the features a prodcution environment needs. I've explicetely mentioned a test server.
And as for your concerns, i haven't met those issues with a VPS. Except a up to 2s delay every 45min, which is clearly identified as a VPS issue and doesn't affect development
