I would recommend in the future.
Keep the web-server and your AC server in the same place. Being your local machine or a VPS, the vps is always a better option, never know the day someoneone just ddos your server just for fun.
But this also has the issue if the server goes down, both go down. Having them on different VPSes or Some services allow you multiple services under the same domain with different ips, i think cloudflare?(or in your case your local machine) The Databse should be access of AC from AC. The website should be the one doing it via external in your case.
Saves your PC lifetime and bandwidth. And any hazzle you have with the database connection outside of the network.
I forget the word, which is not "useless" in english, but something similiar, is what your vps is right now, more of a hazzle than useful, If youre running the server 24/7 on your PC, you could be saving money and jsut have the web server there too.
Solution to your original issue, make sure that whatever provider doesnt have a anti-ddos or proxy sensor or whatever they call it that's delaying, denying connections and check for any external connections options. And also, make sure you havent ran out of traffic on your vps
