I hope this is indeed a quick question: can the server be setup so that both people within my lan and people outside have access to it? Is there a way to have both an internal and external IP? Sorry of this has been answered before

You can use your public WAN ip, but your router has to support hair-pinning for that to allow you to connect locally.
