I'm not sure, just tried this on oru w10 vps also and it closes fine and that one is a month ish old rev

open your cmd and cd to the worldserver dircetory and run via that and shutdown there, see if it crashes your cmd

If it crashes, i will pressume is a windows issue, but still would make a support post or issue to have anyone have a second opnion
