OK got it - the command is account set gm test 3 -1 and NOT account set gmlevel test 3 -1

Trial and error, honestly.
For starters, i recommend to change working things in the core or modules.
You can try making your own module, too.

The command **is** `account set gmlevel <username> 3 -1` but it can be shortened as far as `acc s g <username> 3 -1`
