Don't really have to, but it's a habit for me. Did you make a copy of and rename the config file? It would have had a name like npcbuffer.conf.dist and you need to make a copy of that file without the .dist

That config file is in the wrong place, it doesn't go in the same folder with the authserver and worldserver configs
