I don't think mod-progression-system changes any config options based on the enabled brackets, including expansion.

The issue I seem to run into is in order set the level cap for the chosen bracket you have to put that level cap i. The worldserver config. But if you want to have the wotlk expansion content enabled you need to have a player level cap of 80 (or perhaps 71+) I tried setting the level cap to 19 for the 1-19 bracket and the server wold just loop until I changed the expansion content from 2 to 1; wotlk & tbc to just tbc but then that seems to mean no DKs in 60 and 70 content which is a bummer

No, for WotLK expansion it probably needs to be at least 55 since that's the level DK can start at

I just tested it. I set level cap to 60 and expansion to 2 and it works fine.

DK can't start below 55 unless you add all the stats etc for levels before it so it would "boot loop" if it's limited to <55 and such

Hmm I’m sure I tried testing it at 60 level cap and it looped but I might’ve also had the heroicclassstartlevel below 55 which might’ve caused the error saying it couldn’t find data sets for class 6
