I'd download a different client. There might be an issue with the textures

I haven't heard about the large-adress-aware patch causing that issue. Assuming you refer to that one.

only times I got this issue is when I'm using new model and need to use an occluder patch, but seems you are not using any

I'm quite confident that's normal. Stormwind (and most other capital cities) have occlusion everywhere because they weren't built to be seen from the sky, doesn't take too much effort to get a view behind the veil like that
