So I got an IP, but its my internal IP. Do I not need to open my public IP?

you need to connect to your router and look for "port forwarding", "NAT" or "Virtual Servers"
then set it up like in the pic I attached earlier

your server is listening for requests on your public IP if you set it up properly on the server
but the router still has to know to forward the requests to the server
