Only thing I can think of is that the UDP port is conflicting with the TCP port

Alright so for anyone in the future, using oracle cloud to host the server: After setting up the port rules in the oracle cloud interface and still having touble connecting. You need to run this command for the VM to acknowledge the rules: `sudo iptables -I INPUT -j ACCEPT`
